The suggestion of velcro sounds workable and simple. I am not sure if the sleeve idea would work on these panels but it would give you tightness. I have made slipcovers out of cotton knit that I stretch over the top of the entire frame. This gives me a tight hanging surface on both sides. It looks like your panels are hinged.
